Budget & Precept

How does the Parish Council decide what to spend money on?

The Parish Council prepares a new budget for each financial year, much of what we spend is either pre-committed such as The Clerk's salary or things we are obliged to pay such as insurance premiums or for the electricity to keep the street lights running. We then build in funds for a whole range of work that we either wish to continue or plan to start in the coming financial year, for example maintenance of council property such as the play equipment or committing monies to spend on speed monitoring equipment / independent traffic reports to aid traffic flow and improve road safety. How does the Parish Council get the money it wants to spend?

Once we know what we want to spend, we have to consider where the money will come from. We have very limited sources of income, bank interest is minimal. Our main source of income is therefore the precept; an annual sum of money collected with the Council Tax by Stratford District Council. The precept for 2022/23 is £71,300 which is £65.89 for a current Band D Council tax property.

Can I comment on how the Parish Council spends its money?

All meetings of the Parish Council take place in public so anyone is welcome to come along and observe. You can ask questions or make points for the Council to consider during the Public Forum between 7.15pm and 7.30pm. Budget and precept setting normally forms part of meetings that take place in December and January and are shown on the published agendas.

Auditing Process

The Parish Council is open and transparent about the way it manages its finances. All payments made by the Parish Council are reported in the Full Council minutes. Each year the Council appoints an internal auditor who assesses the Council's compliance with relevant legislation and a further audit is carried out by an external auditor appointed by the Smaller Authorities' Audit Appointments Ltd.
